Increases and decreases on certain
sub-heads of Public Works, Recurrent, result in a saving
of $11,300 on this head.

There are 13 new items under
Public Works Extraordinary, involving an estimated ex-
-penditure in 1911 of $237,000. I have briefly dealt with
some of these items in my speech in Council, but I append
a summary of the reasons which render each of them
necessary.
(a). New Magistracy, $20,000. The present
buildings which date back over 40 years are in a bad state
of repair and are too small for present requirements. The
Courts are badly lit and ventilated, the Justices' room is
inadequate, and it is impossible to continue work in them
during stormy weather. Their re-erection will supply a
long felt want. Plans of the new building are not yet
ready and will be forwarded when prepared together with
estimate of total cost.
